FL-28 Projects

Project Name: Miami Dade County Seaport Stormwater Management Master Plan Project
Project Sponsor and Address: Miami Dade County Seaport located at 1015 North America Way, Miami, Florida 33132
Project Amount Requested: $2,000,000
Description of Project: This project would fund the development of a port-wide stormwater master plan for PortMiami. The goal is to develop a suite of strategies for specific locations to improve flood risk mapping and address local flood risk and conditions on the island. The project is an appropriate use of taxpayer funds because effective stormwater management is invaluable and will provide environmental, social, and economic benefits to Miami Dade County and its residents.

Project Name: Goulds Canal Pollution Prevention Project 
Project Sponsor and Address: Miami Dade County located at 701 NW 1st Court, Miami, Florida 33136
Project Amount Requested: $593,600
Description of Project: This project would be used to prevent pollution from Goulds canal to L-31E canal and the area of the CERP Biscayne Bay Coastal Wetlands’ S-705 pump station by backfilling a section of Goulds canal from L-31E Canal to the eastern end of Goulds canal. The project is an appropriate use of taxpayer funds because the project would design, permit, and manage construction of the backfilling to improve water management and quality, and reduce saltwater intrusion.

Project Name: Critical Water Supply Repairs and Construction for the Florida Keys Project

Description of Project: This project would fund the replacement of an aging transmission line at Windley Key, a critical need to continue to provide safe potable water. This project is a valuable use of taxpayer funds because replacing the aging transmission will ensure the water supply to the Florida Keys is not compromised. Doing so supports the health, life, safety, and welfare of residents who need access to safe potable water.

Project Name: Kristi House GOLD Project
Project Sponsor and Address: Kristi House located at 1265 NW 12th Ave, Miami, Florida 33136
Project Amount Requested: $1,000,000
Description of Project: The funding would be used for the acquisition of the property sale located in a Miami neighborhood directly across the street from Krisit House’s current property operating as a drop-in center for adolescent girls and young women overcoming commercial sexual exploitation and sex trafficking. The current space is beyond capacity, and this additional space would enable more girls and young women to engage in services such as wrap around services, group enrichment programs, academic support, mental health services, job training and career planning. The project is an appropriate use of taxpayer funds because the Kristi House is one of the only programs operating as a drop-in center in South Florida and one of just a few programs to provide any services for child trafficking survivors and those at risk.

Project Name: Agape Village Wings Project

Description of Project: The funding would be used for the development of affordable and workforce housing units that will provide residents, including those earning below the federal poverty line, the opportunity to live and work in Miami Dade County, Florida. The 24 residential buildings will include 148 units with 384-bed capacity and will provide living space at affordable housing rates. The project is an appropriate use of taxpayer funds because the Agape Village Wings community will provide vitally needed housing for the South Dade geographical region. Located on a major artery with a bus stop by the property, the new community will be specifically designed to fill the gap for many area residents, fostering self-respect and self-reliance.

Project Name: Card Sound Road Improvement Project
Project Sponsor and Address: Miami Dade County Department of Transportation and Public Works located at 701 NW 1st Court, Suite 1700, Miami FL
Project Amount Requested: $3,000,000
Description of Project: The funding would be used to provide much-needed safety features to a roadway which serves as one of two connections between Miami-Dade County and Key Largo (Florida Keys). Card Sound Road is a vital lifeline to Monroe County’s hurricane evacuation plans and the thousands of Miami-Dade County residents who earn their living while commuting south and north each day on the road. The corridor also serves an important role as the official alternate route for US-1. It is frequently utilized for traffic diversions due to accidents and/or any other circumstances that affect the traffic flow along US-1. Card Sound Road is approximately 16 miles long, with 11 miles being within Miami-Dade County and approximately 5 miles being within Monroe County. The funds requested would be used to install additional lighting, signage, speed feedback signs, and striping along Card Sound Road. This is a valuable use of taxpayer funds because the proposed enhancements will better protect Miami-Dade and Monroe County residents who use the roadway as well as tourists. With the added safety features, traffic conditions will be improved, resulting in a reduction in the number of accidents, fatalities and delays along the roadway.

Project Name: Roadway Improvements to SW 157 Avenue Project
Project Sponsor and Address: Miami Dade County Department of Transportation and Public Works located at 701 NW 1st Court, Suite 1700, Miami FL
Project Amount Requested: $6,831,461
Description of Project: The funding would be used for widening the existing SW 157 Avenue roadway from two to four lanes from SW 42 Street to SW 8 Street. The improvements include new raised medians, sidewalks, curb and gutters, pavement marking and signage, intersection and signalization improvements, roadway lighting and a stormwater drainage system. The project is an appropriate use of taxpayer funds because it enhances safety and mobility in a residential neighborhood that supports significant cut through commuter traffic. It is a community priority because neighborhood safety and livability depend on encouraging commuters to use the perimeter roadway of SW 157 Avenue to access the newly improved SR 90/SW 8th Street (FPID:441670-1) and facilitate transit connectivity to the recently constructed Tamiami Station Park-N-Ride.

Project Name: Center for Incubation, Acceleration, and Manufacturing of Engineering and Technologies Project
Project Sponsor and Address: FIU located at 11200 SW 8th Street, Miami, FL 33199
Project Amount Requested: $5,000,000
Description of Project: The Center for Incubation, Acceleration and Manufacturing of Engineering and Technologies will support the innovation and workforce development needs of South Florida’s burgeoning advanced manufacturing industry. The Center will also operate as an incubator, supporting new startup companies in the industry. Located within a larger new facility in which basic and experimental research will be conducted in fields of engineering, computer science and physical and life sciences, the focus of the Center will be the translation of scientific research into innovations that will catalyze a robust advanced manufacturing sector. It is an appropriate use of taxpayer funds because it will spur growth of manufacturing and high-tech industries in the region, promote workforce development for manufacturing in industries related to engineering, computer science, and other sciences, accelerate research, and create new high-wage, resilient jobs.

Project Name: FL Keys Water Quality Improvement Project FKWQUIP

Project Amount Requested: $6,000,000
Description of Project: The project would be a valuable use of taxpayer funds because the communities of the Florida Keys are required to meet stringent wastewater and storm water management regulations as well as comply with water quality and environmental protection standards. To do so, they need to access Environmental Infrastructure funding to construct state of the art treatment facilities throughout the Keys. Since 2003 the communities of Marathon, Islamorada, and the Key Largo Wastewater Treatment District have obtained over $78 million toward their collective projects, which protect and improve the nearshore waters of the National Marine Sanctuary and ensure the environmental and economic vitality of the Florida Keys.

Project Name: SW 162nd Avenue Roadway and Bridge Expansion Project
Project Sponsor and Address: City of Homestead located at 100 Civic Court, Homestead, Florida 33030
Project Amount Requested: $6,500,000
Description of Project: The project will provide for expansion of SW 162nd Avenue from SW 312th Street to W 328th Street. The expansion consists of the widening of the existing roadway from 2 lanes to 4 lanes, sidewalk, curb and gutter, and bicycle path, continuous storm drainage system, guardrail, signalization, pavement markings and signing, decorative street lighting, and bridge expansion improvements. This project is a valuable use of taxpayer funds because it will increase roadway capacity and provide for a complete roadway, inclusive of proper lighting, drainage, and landscape.

Project Name: Miami Dade County Community Action and Human Services Department Senior Housing Assistance Program Project 
Project Sponsor and Address: Miami Dade County Community Action and Human Services Department located at 701 NW 1st Court, Miami, Florida 33136
Project Amount Requested: $2,000,000
Description of Project: The funding would be used to provide monies to qualified homeowners a onetime grant of $50,000 to address conditions or situations in their dwelling that may or is currently leading to unhealthy, unsanitary, or unsafe living conditions. Eligible repairs may include plumbing, electrical, roofing, and structural repairs or for the replacement or repair of damaged flooring, walls, kitchen and bathroom cabinets, air conditioning units, water heaters, standby generators, and kitchen appliances. The program also strongly seeks to incorporate Americans with Disabilities Act accommodations throughout the planning and construction phases of the project as applicable and on a case-by-case basis. Grant monies allocated through the program are not directly provided to the homeowner and are instead utilized to compensate verified and certified local vendors and specialists for their work on a client’s home. This project is an appropriate use of taxpayer funds because given the affordability crisis in South Florida and nationwide inflationary pressures, low-income, income-restricted, and vulnerable older adults need continued support services. Additional funding for this project will allow for the continued provision of a sub-set of these support services and allow elderly homeowners to age with dignity in their home by providing an avenue to make critical investments to their homes that will improve wellbeing and fix potentially dangerous situations or conditions.

Project Name: PATCHES Hope Educational Center Project
Project Sponsor and Address: PATCHES located at 335 S Krome Avenue, Florida City, Florida 33034
Project Amount Requested: $2,000,000
Description of Project: The funding would be used to enable the construction of the PATCHES HOPE Educational Center which will provide a safe educational environment for children with medical complexities in a traditional classroom setting, that also has access to nursing oversight from the adjacent pediatric nursing center. The project is an appropriate use of taxpayer funds because often children with complex, fragile medical conditions are underserved by school districts due to various constraints that limit the ability of schools to meet certain medical needs. This project would allow for children with unique medical needs, who might have been previously isolated, to be safely educated with peers.

Project Name: Key West International Airport Passenger Improvement Project
Project Sponsor and Address: Monroe County, Florida located at 3491 S Roosevelt Boulevard, Key West, Florida 33040
Project Amount Requested: $6,297,300
Description of Project: The funding would be used for the expansion and modernization of the pre-security public waiting area, passenger ticketing lobby, and outbound baggage security space to increase capacity and efficiency. It would upgrade the existing structure to meet current building and hurricane code, while improving energy efficiency. The project is an appropriate use of taxpayer funds because the Airport is an economic engine for the community with roughly 1 million enplanements on an annual basis. These visitors provide tax revenue for the community to sustain local government, public education, promote a healthy job market, and benefit Monroe County businesses.

Project Name: Roadway Resurfacing along SW 152 Avenue Project
Project Sponsor and Address: Miami Dade located at 701 NW 1st Court, Miami, Florida 33136
Project Amount Requested: $1,400,000
Description of Project: The funding would be used for milling and resurfacing the segment of SW 152 Avenue, from SW 8 street to SW 42 street. The scope of the work includes milling, resurfacing, reconstruction of areas where required, adjustment of valve boxes and manholes, upgrading or construction of ADA ramps and connectors, as well as pavement markings and signage and all necessary incidental work to extend the structural integrity of these features. The project is a valuable use of taxpayer funds because it will improve the roadway surface and driving conditions, as well as provide an increased reliability and safety to the corridor. Additionally, the project will mitigate recurring pavement maintenance, thus reducing maintenance costs. It will also improve traffic flow.

Project Name: Pump Station 22 Upgrades Project
Project Sponsor and Address: City of Homestead, FL at 100 Civic Court, Homestead, Florida 33030
Project Amount Requested: $3,960,000
Description of Project: The funding would be used to upgrade the pump station from a duplex submersible station (30 horsepower pumping units) to a triplex submersible station (35 horsepower pumping units) and add 20-inch force main spanning 4,790 linear feet. To accommodate anticipated flows, improve reliability, and lower runtime hours, new pumping units and a new force main are needed. The new pumping units will require various mechanical, structural, and electrical upgrades. Station discharge piping will have to be upsized, a new structural slab and hatches must be installed, and the valve box and control panel will be replaced. Funds will also be used for a new wet well and standby generator. The project is a valuable use of taxpayer funds because it will improve an existing wastewater pump station to meet the growing operational and resiliency needs of the community. Improvements to the pump station, which serves approximately 10,000 residents and countless businesses, is critical in maintaining the effectiveness of the City's wastewater collection and treatment system. The completed station will efficiently and reliably move sewage to the nearby treatment plant where it will be treated before being directed back into the ground.
