This week, I voted to pass H.R. 5009 - Service member Quality of Life Improvement and National Defense Authorization Act (NDAA) for Fiscal Year 2025. Passing with bipartisan support, the U.S. House of Representative has now fully funded the U.S. Military for fiscal year 2025 to ensure that the U.S continues to have the strongest and most ready military in the world.
As the first Member of Congress representing Miami-Dade County and the Florida Keys appointed to the House Armed Services Committee, I am proud to support this NDAA, which funds a new, state-of-the-art $90 million Joint Interagency Task Force-South Command Center in Key West to combat human trafficking and narcotics which are flooding our communities. As the United States faces increased pressure from our adversaries, I am proud to continue our relentless support of the brave men and women in uniform who defend our nation and deter Communist China, Putin’s Russia, and Castro’s Cuba only 90 miles away from our shores.
The weak policies from the Biden-Harris Administration have invited our enemies to our doorstep. This package allows us to meet and get ahead of these challenges.

Securing Historic Wins for FL-28 in FY25 NDAA
FY25 NDAA takes important steps to address domestic military capabilities and security threats from countries like Communist China and Putin’s Russia as well as regimes such as North Korea and Iran that support terrorist proxy groups like Hamas and Hezbollah.
In Florida: - Authorizes $322 million for 13 military installations in Florida. - Secured $90 million for the construction of a state-of-the-art Joint Inter Agency Task Force (JIATF)- South headquarters, located at Naval Air Station Key West. - The new JIATF-South will play a key role in detecting illegal migrants and narcotics while protecting our borders and communities.
Combating the Chinese Communist Party (CCP): - Authorizes $15.6 billion to combat the CCP, including $5.7 billion for U.S. deterrence in the Indo-Pacific region and $3 billion for the removal of Communist Chinese wireless telecoms equipment for U.S. telecommunication. - Increases funding for innovative new technologies needed to deter the CCP, including hyper sonics and Artificial Intelligence. - Deters Communist Chinese espionage by prohibiting contracting with CCP-aligned companies that are legally mandated under CCP law to share sensitive information with the Communist Chinese government.
Improving the Quality of Life for Service Members and Families: - It authorizes a 14.5% pay raise for junior enlisted service members and supports a 4.5% pay raises for all other service members. - Authorization of $176 million for the construction of new childcare centers and expanded childcare to 47,000 military families in Florida. - Expands military spouse program to help 28,000 military families to attend and retain employment.
U.S. House Passes Water Resources Development Act
I voted in support of The Water Resources Development Act which passed the U.S. House with bipartisan support. This bill funds improvements for flood protections, construction of new ports, and ecosystem restoration projects with authorization of $10.7 billion for the Army Corps of Engineers.
Authorized in this package is $1.78 billion for coral storm risk management along Miami-Dade, and $1.06 billion for the Comprehensive Everglades Restoration Plan. Further, this bill enacts reforms for the Army Corps of Engineers by reducing parts of the bureaucratic red tape to ensure that much needed infrastructure improvements are done faster.
Congressman Carlos Gimenez Holds Hearing on Drone Technology
As Chairman of the Homeland Subcommittee on Transportation and Maritime Security, alongside the Homeland Subcommittee Chair on Counterterrorism, Law Enforcement, and Intelligence, August Pfluger, held a joint hearing on security threats posed by unmanned aerial systems. Chairman Gimenez is looking into the challenges and threats posted by drones and how the US can mitigate the risks.

It was an honor to meet with the Foreign Minister, Technology Minister, and Ambassador to the United States of Costa Rica. We discussed a wide range of issues from Communist China’s growing foothold in our backyard and the importance of the friendship between our two nations.
