U.S. HOUSE PASSES CONGRESSMAN CARLOS GIMENEZ'S BILL TO COMBAT VEHICULAR TERRORISM November 17, 2025 WASHINGTON, D.C. - Today, the U.S. House of Representatives passed H.R. 1608 - The Department of Homeland Security Vehicular Terrorism Prevention and Mitigation Act of 2025 - introduced by Congressman Carlos A. Gimenez with strong bipartisan support (400-15). The legislation requires the Department of Homeland Security to confront the rising threat of vehicle-based attacks by conducting a comprehensive assessment of both current and emerging tactics, including the possible misuse of autonomous vehicles, rideshare platforms, and connected vehicle technologies. It also enhances coordination among federal, state, and local governments, as well as the private sector, to better protect public events, critical infrastructure, and high-density urban areas. Watch Congressman Gimenez's remarks on H.R. 1608 HERE. “The horrific ISIS-inspired terrorist attack in New Orleans is a tragic reminder that vehicles continue to be weaponized as instruments of terror,” said Congressman Carlos Gimenez. “DHS must move swiftly to address the growing spread of vehicular threats and provide Congress and the American people with a clear assessment of emerging risks and needed countermeasures. I am proud to see this legislation advance as we continue to mourn and remember the 14 innocent lives lost on New Year’s Day.” “As terrorist groups and radicalized lone wolves increasingly weaponize vehicles to carry out acts of terror across the globe and at home, the Department of Homeland Security must take decisive steps to prevent future attacks like the one we witnessed in New Orleans on New Year’s Day. As we prepare to host fans and athletes on U.S. soil for the 2026 FIFA World Cup and the 2028 Olympics, we must get this bill to President Trump’s desk to ensure DHS is prepared to protect the public,” said Chairman Andrew R. Garbarino. ### Permalink: https://gimenez.house.gov/2025/11/u-s-house-passes-congressman-carlos-gimenez-s-bill-to-combat-vehicular-terrorism
